The Deadly Life of Logistics: Mapping Violence in Global Trade, by Deborah Cowen

In a world in which global trade is at risk, where warehouses and airports, shipping lanes and seaports try to guard against the likes of Al Qaeda and Somali pirates, and natural disaster can disrupt the flow of goods, even our “stuff” has a political life. The high stakes of logistics are not surprising, Deborah Cowen reveals, if we understand its genesis in war.

In The Deadly Life of Logistics, Cowen traces the art and science of logistics over the last sixty years, from the battlefield to the boardroom and back again. Focusing on choke points such as national borders, zones of piracy, blockades, and cities, she tracks contemporary efforts to keep goods circulating and brings to light the collective violence these efforts produce. She investigates how the old military art of logistics played a critical role in the making of the global economic order—not simply the globalization of production, but the invention of the supply chain and the reorganization of national economies into transnational systems. While reshaping the world of production and distribution, logistics is also actively reconfiguring global maps of security and citizenship, a phenomenon Cowen charts through the rise of supply chain security, with its challenge to long-standing notions of state sovereignty and border management.

Though the object of corporate and governmental logistical efforts is commodity supply, The Deadly Life of Logistics demonstrates that they are deeply political—and, considered in the context of the long history of logistics, deeply indebted to the practice of war.

Review
"This is an insightful, extremely innovative, and much-needed book. In revealing the histories, genealogies, and geographies of our ‘logistical world,’ The Deadly Life of Logistics opens up crucial issues of contemporary politics that are all too often, as Deborah Cowen says, rendered ‘invisible in plain sight’ by their very ubiquity and normality. Blending deep genealogical insight, social and political theory, and topical contemporary case studies, the book’s fusion is tremendously powerful. It is an immense achievement." —Mimi Sheller, Drexel University

Trading Spaces
By L. King
Cowan presents a passionate and articulate examination of the social impact of the evolving globalized infrastructure used to move physical goods from one end of the planet to the other. She begins by tracing the historic codependency of trade and military requirements. Commerce at a distance has always required security and the military has always needed supply chains, for as Napoleon once noted, “an army travels on its stomach”. The same conduits are used for weapons, as for consumer goods, food, aid and people. The first part of the book provides a historic background from Alexander the Great's supply lines to the Baron Haussman's redesign of Paris and the development of the shipping container as a standardized unit of transport, the key benefit mentioned being the reduction of labour costs.

Using maps Cowan illustrates how logistics has recast the world from nations with boundaries into gateways and transport corridors, logistic spaces with economic, political and security interests of their own. The model now being used around the world for this is Dubai Logistcis City (DLC), replicated in the Philipines at Gateway Logicists City (GGLC) and Basra Logistics City (Iraq) and the now underdevelopment Tsawwassen Gateway Logistics in British Columbia. Not surprisingly the first three are all replace military bases which were designed with security and self containment in mind. They are also all viewed as important regional economic drivers. The internationally sponsored Transportion Worker Identification Code protocol (TWIC), while designed to ensure that individual posing potential security risks not have access to commercial supply chains, becomes an Orwellian dystopia replete with security zones, biometrics, gating and cameras. The rational is protection from terrorism, theft and sabotage, but the burden of proof is often placed on the employee; the requirements are invasive, an end run around labour laws.

Chapter 4 on Somali piracy was especially interesting. Though pirates became instruments of state policy during the 16th-18th century (Barbary pirates, English and French buccaneers), they were most often viewed as outside the law, and by operating on the high seas, beyond it's reach, leading to a cooperative development of international law between sovereign nations. Somalia, which is widely regarded as a collapsed state unable to police itself or its territory, has a broad 3000 km coastline that has been subject to over fishing by foreign trawlers and a convenient dumping ground for biomedical, electronic and even nuclear waste. For their part, Somali pirates have stylized themselves as the Somali Coast Guard, holding ships hostage and demanding multi-million dollar ransoms. The Gulf of Aden lies at the gateway to the Suez Canal, through which flows 95% of European trade with the far east, a significant choke-point. The cost of insurance alone increased 40 fold between 2007 and 2011, and the policing of the Gulf has resulted in a mix of state and private security costing an estimated 5.5 billion/year. It's a hot mess of unethical dumping, legitimate international interests, criminal piracy and ongoing tragedy.

The oddly titled final chapter “Rough Trade? Sex, Death and the Queer Nature of Circulation” starts well with a comparison between the National Geographic made for TV documentary series “Great Migrations” and it's sponsor UPS. UPS used the production to brand itself with the slogan “We *heart *logistics” and Cowan shows how the themes of mobility and resilience in the natural world resonate with the mission of a delivery company, which was the sponsor's motivation. The 2nd half of the chapter, about 12 pages, attempts a secondary argument analogizing Cowan's previous analysis to the historic oppression of the gay community, thus explaining the chapter's title but the intersectionality approach is so far fetched as to seriously detract from the book. This aside, author makes a good case that logistic systems are an epi-phenomena of the military-industrial complex and that there is a real need to integrate social justice principles to counterbalance some of the command and control excesses of supply chain economics.

Review

"This timely and comprehensive volume ably highlights the complexity and multifaceted nature of the food security issue. Whilst recognizing that food security goes far beyond simply increasing production, the importance of access to water and irrigation as a major determinant of land productivity, particularly in an era of climate change, is explored. The book clearly articulates the critical role that agricultural research will play in enabling food production to keep pace with population growth without compromising vital natural systems." – Jeremy Bird, Director General of the International Water Management Institute, Sri Lanka.

"This book combines political, economic and agro-ecological analyses to examine the causes of food insecurity and through in-depth country case studies provides important insights to the need for diverse approaches to solving the problem of food insecurity, making it clear that political economy as well as technical approaches are necessary." – Leslie Lipper, EPIC Programme Director and Senior Environmental Economist, Food and Agriculture Organization of the United Nations, Rome, Italy.

"The issue of food insecurity is still high on the agenda of many developing countries. This well-researched and clearly-written book presents country specific studies and sets out recommendations to deal with the structural problems of food insecurity. It is my firm belief that the book will be an excellent source of timely, useable, and relevant information to policy makers, the academic community and development practitioners." – Belay Kassa, Professor of Agricultural Economics and Interim Deputy Rector, Pan African University and African Union Commission, Addis Ababa, Ethiopia.

"Dr. Udaya Sekhar Nagothu and his colleagues deserve our gratitude for preparing this timely book which shows the way for sustainable food and nutrition security. The experiences of nine different countries are analyzed and their strengths and weaknesses have been pointed out. The book is timely because of the launching of the Zero Hunger Challenge next year for the United Nations. The book compiled by Dr. Nagothu gives very interesting information on the policies and strategies adopted by countries like China and India as well as seven other countries for removing the scourge of hunger. The book is comprehensive and deals with the multiple dimensions of food and nutrition security. I hope it will be widely read and used by all concerned with the achievement of zero hunger. I congratulate and thank Dr Udaya Sekhar Nagothu and his colleagues for this labour of love for a hunger free world." – M.S. Swaminathan, UNESCO Chair in Ecotechnology, Founder Chairman of the M.S. Swaminathan Research Foundation, former Director General of the International Rice Research Institute and former President of the International Union for the Conservation of Nature and Natural Resources.

Obama and China's Rise: An Insider's Account of America's Asia Strategy, by Jeffrey A. Bader

In 2005 Jeffrey Bader, a veteran U.S. diplomat and Asia policy analyst, was asked to meet and discuss international trade policy with the junior U.S. senator from Illinois. Bader came away greatly struck and impressed by Barack Obama and eventually came to co-chair the presidential candidate's advisory team on Asia policy. When Obama assumed the presidency, Bader became the senior director for East Asian affairs with the National Security Council.

In Obama and China's Rise, Bader discusses what he did, what he saw, and what it meant for Obama's policy toward the all-important East Asia region —first in the presidential campaign, and then in his administration. The result is a fascinating backstage view of the formulation and execution of American foreign policy as well as a candid evaluation of the same, including recommendations for future policy.

Obama's intent was to extend U.S. influence and presence in East Asia, which he felt had been neglected because of American preoccupation with the "war on terror," the Middle East, and especially Iraq. China's rise, particularly its military buildup, was causing sleepless nights for its neighbors. Bader describes the Obama administration's efforts to develop stable relations with China while building stronger relationships with troubled allies and partners in the face of Beijing's rising assertiveness. Bader combines insightful and authoritative foreign policy analysis with a revealing —and humanizing —personal narrative of that effort.

"Our future presidents will need to find the right balance in China policy, maintaining U.S. strength and watchfulness but not falling into the classical security dilemma trap, where each side interprets growing capabilities as reflecting hostile intent and responds by producing that reality. I believe that President Obama struck that balance. I was honored to be part of his administration in trying to achieve it." —from the Conclusion

Review

"This small gem of a book, written by a highly respected foreign policy practitioner, is filled to overflowing with insights into how policies are made and implemented. It should be required reading for all students of foreign affairs."―Stapleton Roy, Former U.S. ambassador to China, Indonesia, and Singapore

"Benefiting from his rich experience in Asian matters and particularly his service on President Obama's National Security Council, Ambassador Bader has produced a fascinating description of the complexity of daily decisionmaking required of the national security team, ranging from organizing agendas and follow-up for innumerable meetings by the president with heads of state to responding to crises such as the earthquake and tsunami in Japan. Anyone interested in foreign policy, particularly regarding Asia, will find this highly readable account fascinating."―Carla Hills, Hills and Company International Consultants, former U.S. Trade Representative

"An exemplary analysis of U.S. policy toward Asia during the early years of the Obama administration, Obama and China's Rise is also a seasoned policymaker's firsthand account of the way in which domestic political factors impinge on our relations with China, Japan, Korea, and other East Asian countries."―Michael Armacost, Chairman of the Asia Foundation, former U.S. ambassador to Japan

[4.5 stars] Fine account of what the administration did, but lacks details on why
By SJ
The main geostrategic challenge facing Asia--as well as the U.S. presence there--has been the extraordinary rise of China in the past decade. In Obama and China's Rise, Jeffrey Bader, a veteran diplomat of over 30 years, recounts his experiences working for Obama's presidential campaign and serving as the senior director for East Asian affairs on Obama's National Security Council from January 2009 to April 2011.

Bader starts off outlining the Obama administration's seven major goals in Asia: 1) rebalance U.S. global priorities with greater attention paid to Asia, 2) promote a stable relationship and closer cooperation with China on international issues, 3) work towards complete denuclearization in North Korea through bilateral or multilateral negotiations, 4) strengthen and participate in Asian regional institutions, 5) strengthen alliances and partnerships--especially with Japan, South Korea, India, Indonesia, and Australia, 6) maintain forward deployment of U.S. armed forces in the region, and 7) negotiate agreements to expand trade and exports to the region.

The Obama team was fully aware of the importance of maintaining a stable and functional relationship with China. From the 2008 campaign on, the administration was careful not to label China as the bogeyman of all America's ailments.

The book is organized around three phases of major U.S.-China interactions that occurred during Bader's tenure at the National Security Council. The first stage was to lay the groundwork for a stable and healthy bilateral relationship. On April 1, 2009, President Obama and Chinese President Hu Jintao announced the establishment of the Strategic and Economic Dialogue (S&ED), which would provide a platform for a dozen officials from each side to meet annually. This mechanism is unprecedented in U.S. relations with any other country in the world, which indicates the paramount importance the Obama administration attached to China. The first phase also involved Obama's first trip to China, close cooperation on North Korea and Iran, parallel implementation of economic stimulus packages, and some limited cooperation at the Copenhagen Climate Conference.

Despite this progress, the Obama administration has faced a China more assertive than at any other time in recent memory. This was especially true in 2010, a year defined by Chinese assertiveness and the second phase of Obama's dealings with China. In 2010, Chinese policy tilted toward sheltering North Korea from international sanctions. The Chinese also excluded the United States from military activities in the Yellow Sea and engaged in an overt confrontation with Japan after the collision of a Chinese fishing boat with two Japanese Coast Guard patrol boats in disputed waters near the Senkaku Islands--with the latter leading to a temporary freeze on Chinese rare earth exports to Japan. China also threatened to halt imports from companies that engaged in arms sales to Taiwan, a pointed jab at U.S. weapons sales to the country. Perhaps most significantly, China aggressively expanded its claims on the South China Sea.

The Obama administration reacted by signaling to China that assertiveness would only make China lose critical economic partners. Yet even as the United States acknowledged the inevitability of China's rise, Bader summarizes that the Obama administration pragmatically "sought to ensure that China's rise served to stabilize, not destabilize, the Asia-Pacific region, which included five U.S. allies and other partners in whose security Americans had an interest."

In light of this, the Obama administration reasserted U.S. interests in the South China Sea and reiterated America's commitment to Japan's security, even while remaining ostensibly neutral on the question of the Senkaku Islands. Bader believes that China clumsily alienated its partners in the region, yet its foreign policy analysts confused cause and effect and blamed the United States for the deterioration in China's relations with its neighbors. Bader writes that by the end of 2010, China had begun to rethink its assertive posturing.

Bader suggests that it was not until early 2011, when Hu Jintao visited the United States, that U.S.-China bilateral relations began to get back on track, opening up what Bader considers the third stage, which has been marked by continued progress on security issues and greater emphasis on bilateral and global economic issues as China approaches its once-a-decade leadership transition.

According to Bader's assessment, the Obama administration managed the key issues in the bilateral relationship quite well, making important progress on Iran, climate change, North Korea, and the world economy. Although Bader supports the administration's "strategic pivot" to East Asia, he believes the term is a misnomer that over-militarizes the actual implications of the policy. The net U.S. military presence is not going to increase except with the deployment of 2,500 U.S. Marines to Darwin, Australia. What better characterizes the dynamic, Bader argues, quoting National Security Adviser Thomas Donilon, is a "rebalancing of U.S. priorities toward the Asia-Pacific."

Obama and China's Rise is the first account of Asia policy-making in the Obama administration written by someone who was part of the effort. Bader's account captures the details while contextualizing them in the larger picture. However, Bader's account does not reveal much about the disagreements among various policymakers about how best to deal with China and Asia at large, nor about how the administration decided on which strategy to pursue. Obama and China's Rise is a fine account of what the administration did, but is less suitable for those curious about why.

Informative but Sounds Like a Campaign Ad
By GDizon
This is an educational piece by Jeffrey Bader that provides a brief recap of the diplomatic encounters between the US and China during President Barack Obama's first term. Bader's text provides a humble yet subjective account of the Obama Administration. The author is careful not to make assumptions about situations that he did not experience firsthand however, he portrays everything in a tone that seems to glorify the administration to a point beyond the ability to be criticized in any way. This book is filled with the outcome of events but does not give any insight as to the process by which the final decisions were made and why.

Encantado: Pink Dolphin of the Amazon, by Sy Montgomery

Welcome to a forest filled with water. In the wet season, the swollen Amazon becomes a looking glass into another world, where pink dolphins swim like something from a dream. In Peru they are called bufeo colorado—the ruddy dolphin. Their color ranges from white to gray to a vivid pink. These astonishing mammals, actually river-dwelling whales, easily navigate their way through the complex, hazardous world of the Amazon rain forest. Encantado invites readers on the adventure of a lifetime as we travel into one of the world’s most lush and beautiful jungles in search of these magical creatures. Our guides include scientists and researchers as well as the local people, who have lived with the encantados—the enchanted ones—literally at their doorsteps for centuries. Our main guides are the dolphins themselves. They lead us into myth. They take us back in time to a prehistoric era. They alone can show us the depth of the Amazon’s beauty, diversity, and magic—and help us to keep our planet rich and whole.

From School Library Journal
Grade 3-7-A stimulating text and vibrant, full-color photographs entice readers on this trip down the Amazon to meet these freshwater rain-forest creatures. Written in second person and in a light, conversational tone, the narrative evokes a magical environment as readers accompany the author and a guide on a voyage to investigate these little-known animals. Different physically and behaviorally from the more common bottle-nosed variety, pink dolphins are hard to observe as they swim low and never leap out of the water. As the adventure proceeds, readers encounter all kinds of plant and animal life, meet a couple of scientists, and learn how observation leads to understanding. They see how children in this part of the world live, hear a folktale about an encantado, travel back through time to discover the animal's ancient origins, and glimpse the future of the Amazon as the forests are destroyed. Spanish and Portuguese words and phrases are occasionally integrated into the text. Hand-drawn colorful maps and a time line illustrate habitat and history, and there are a wealth of features at the back, including an annotated list for further reading, information on making a similar trip, statistics, odd facts, and unsolved mysteries. The author's sense of wonder at this spectacular environment and this unusual animal is infectious and makes for a nonfiction title that inspires as it informs.

From Booklist
Gr. 5-8. Naturalist Montgomery traveled to South America to satisfy her curiosity about the mysterious pink dolphins called encantado, or "enchanted." She met with locals and experts to gather information, and she made several valiant efforts to locate the encantado herself. In the end, however, the creatures remained elusive. (In fact, the only clear photos of an encantado are of a dolphin in a Pittsburgh zoo.) So, instead of a traditional animal study, children are treated to a captivating travelogue, complete with numerous color photos of the people and places that incorporates political, environmental, and zoological aspects of the region. The transition from topic to topic may be a challenge for some readers, and some will find Montgomery's use of the second person odd ("Your canoe is stuck in the treetops! Bet you didn't think that would be a problem when you left the United States"). But children with a taste for adventure will enjoy this enthusiastic field trip to the rainforest and chance meetings with everything from cute monkeys to stinging black ants. Randy Meyer

Encantardo: The Amazing Pink River Dolphin
By Patricia A. Lawrence
Last year when I when I was planning to go to the Amazon, I read Journey of the Pink Dolphins: An Amazon Quest by Sy Montgomery. It was an adult documentary about the author's journey in search of the Amazonian pink river dolphin. I not only enjoyed the book, but I fell in love with this amazing creature.

When I found Encantado: Pink Dolphin of the Amazon by the same author, I had a certain expectation that I would be in for a treat. I was not disappointed. Encantardo captures the essence of adventure, nature, and the illusive habits of the boto rosa, as the natives or Indios call the pink dolphin.

This picture book, clearly geared to young people, is one that will enthrall adults as well. I loved the format, the photographs, and the information. I thought I knew a great deal about botos, especially after my own experiences of swimming with them in the wild, but I learned many new things from this book. The pictures are wonderful. I know from my own attempts that capturing a photo, never mind more than a glimpse, of a pink dolphin is difficult.

What I particularly liked about Encantado was the author's obvious enthusiasm for her subject. What makes this book special is that she is able to translate her enthusiasm to the written work and invite the reader to become involved in caring about and safeguarding this extraordinary animal and the phenomenal rainforest that allows it to survive.

I would recommend this book to families, children and adults, who love wildlife and who have a respect and love for the environment. I think that many young people would become excited to learn that pink dolphins exist, that they are very intelligent, and that they are part of an ecosystem that is unique and necessary to the rest of the world. When readers learn that the lives of these remarkable creatures are in danger, I think they will be glad to find resources in this book that help direct them toward solutions.

Good For All Ages
By Carla Denard
I had no idea pink dolphins existed so when I saw this book I thought it was just a children's book and was very pleased when I started reading and looking thorugh the pages.

It is a perfect book to share with children, my daughter loves it. The words and photographs set forth a great message about our world around us and the environment so it is educational and fun at the same time.

There is enough there to teach adults some things - as I said I had nno idea about pink dolphins and that was just one of the things the book revealed.

Very enjoyable and highly recommended.

Encantado: A great book for kids!
By Chicago Reader
This is a marvelous book for your kid, your nephew or niece, your grandchild.
Full of the excitement of discovery and the adventure of investigating a little-known creature in a dazzlingly diverse and mysterious rainforest world.
A fun read, and packed with great facts kids will want to learn and share. More than facts, though, the book gets across the idea that the young reader CAN be an explorer, CAN be a scientist, and CAN help save the rainforest. Every kid should read this, and it would make a great addition to grade school curricula.

Cancer Ward: A Novel (FSG Classics), by Aleksandr Solzhenitsyn

Cancer Ward examines the relationship of a group of people in the cancer ward of a provincial Soviet hospital in 1955, two years after Stalin's death. We see them under normal circumstances, and also reexamined at the eleventh hour of illness. Together they represent a remarkable cross-section of contemporary Russian characters and attitudes. The experiences of the central character, Oleg Kostoglotov, closely reflect the author's own: Solzhenitsyn himself became a patient in a cancer ward in the mid-1950s, on his release from a labor camp, and later recovered. Translated by Nicholas Bethell and David Burg.

Review

“A literary event of the first magnitude.” ―Time

“The most moving of Solzhenitsyn's novels.” ―Clifton Fadiman

“Solzhenitsyn's characteristic strategy for subduing space is to temporize it--to transform it into time . . . This transformation of space into time allows Solzhenitsyn to present a variegated group of people who are caught in a collective situation of relative isolation by following the through their daily routine . . . These forcibly restricted milieus provide a natural and persuasive metaphor for life itself . . . How or why Solzhenitsyn is able to succeed . . . I do not know . . . It is probably finally a matter of genius--which is to say, mystery. But the novels rise above the questions they propound and serve--as great literature always has done--to be both a challenge to and a triumph for the free spirit of man wherever it allows itself to exist.” ―Earl Rovit, American Scholar

About the Author

Aleksandr Solzhenitsyn, winner of the 1970 Nobel Prize in Literature, was born in 1918. In February 1945, while he was captain of a reconnaissance battery of the Soviet Army, he was arrested and sentenced to an eight-year term in a labor camp and permanent internal exile, which was cut short by Khrushchev's reforms, allowing him to return from Kazakhstan to Central Russia in 1956. Although permitted to publish One Day in the Life of Ivan Denisovich in 1962--which remained his only full-length work to have appeared in his homeland until 1990--Solzhenitsyn was by 1969 expelled from the Writers' Union. The publication in the West of his other novels and, in particular, of The Gulag Archipelago, brought retaliation from the authorities. In 1974, Solzhenitsyn was arrested, stripped of his Soviet citizenship, and forcibly flown to Frankfurt. Solzhenitsyn and his wife and children moved to the United States in 1976. In September 1991, the Soviet government dismissed treason charges against him; Solzhenitsyn returned to Russia in 1994. He died in Moscow in 2008.

A book you can read over and over again.
By Becky
I re-read "Cancer Ward" about every two years and every time I fall in love with the main character--Kostoglotov--all over again. This book tell of the lives of patients and staff in a cancer ward in Russia.

Kostoglotov, the main character, is a man unfairly exiled under Stalin. He is a normal person like you or me who is living a life of perpetual exile. And then he gets cancer and comes to the ward barely clinging to life.

The book chronicles the lives of several people in the Cancer Ward. The book follows the lives of a couple of nurses that Kostoglotov flirts with and the life of a nurse he doesn't flirt with. There is the young student, the government official, and other cancer patients. Each one deals with cancer in their own way.

It is a sad, yet uplifting book about cancer and about Stalin, who really was a big dose of cancer for Russia. More people need to know about how cruel Stalin was. How he exiled people in his purges for no reason other than his own paranoia. Good people like Kostoglotov had their lives stolen from them.

In the end all Kostoglotov wants to do is get out of the cancer ward and back to his friends in his town of perpetual exile. Before he goes home he visits a zoo. I don't want to ruin the ending for you, but every time I read the ending I cry.

Thanks Mr. Solzhenitsyn for exposing Stalin for what he was and giving me the opportunity to read about everyday Russian people.

Accurate depiction of the world of the cancer patient
By WhiteyC
Having just finished reading it for the third time, I believe that Cancer Ward is a very fine novel, rich at many levels: in its depiction of Soviet provincial society in 1955, a poor society just emerging from Stalinism; in its portrayal of many separate characters (doctors, nurses, patients, hospital workers) in that society, many of whose lives have been permanently damaged by the terror and the GULAG, but in different ways; and, as I know from personal experience, in its depiction of the isolated world of the cancer patient, from which the rest of society is seen dimly, as though through dirty glass. In spite of all medical progress, the basics of this world have not changed much in 50 years: the core treatments are still surgery, radiation, and chemotherapy, and the side effects both long and short term can still be brutal.
The ending of the book will disappoint those who want a happy ending, or just an ending with all the loose ends tied up. In real life, though, loose ends usually stay loose. My thought is that Solzhenitshyn intended the reader to understand that for the characters and the society who are so damaged by the past there can be no happy endings; the best they can hope for is to continue from day to day, grasping at whatever happiness briefly comes their way.
